Resource Mobilization and Management Group

The Resource Mobilization and Management Group (RMO) is a Group within the Office of the Director (DIR). RMO supports the personnel and scientific Groups of the International Agency for Research on Cancer (IARC) in identifying and securing funding, as well as in ensuring that projects are carried out according to the highest scientific and project management standards. In this latter function, the team works in a Project Management Office (PMO) function at the Agency.

Resource mobilization activities

RMO supports the scientific Groups in identifying and responding to funding opportunities and has a crucial role in supporting the Agency’s personnel in securing such extrabudgetary funding. In addition, RMO is increasingly called upon for proactive resource mobilization. To support the various activities, the team maintains a dedicated internal intranet page, which hosts subsites dedicated to:

  • funding opportunities, with information on deadlines for more than 100 funders;
  • funder intelligence pages, listing 130 donor profiles matched against the scope of IARC;
  • funder news, including pertinent items sourced from about 200 news providers;
  • event pages, which list important high-level meetings for visibility and outreach;
  • a global research funding map, which contains almost 5000 individual funders of research.

Complementary to the above, RMO also dedicates significant efforts to enhancing IARC’s external visibility by communicating with strategic partners, organizing bilateral meetings, and launching more open seminars and events.

Project implementation (PMO)

RMO supports the scientific Groups in negotiating contract terms and facilitating contract signatures, and following up on an average of 170 active grants at the macro level regarding compliance with funder policies and implementation according to the agreed main deliverables. This work greatly benefits from the new Project Management Platform, introduced at IARC in 2017. This online tool, which is referred to as the Project Portal, was developed entirely in-house to exactly meet IARC’s business needs and has been widely adopted across the Agency as a key information and management tool.

The project management activities of RMO are continually expanding in order to support the scientific Groups at both the pre-award level and the post-award level, or the implementation phase of projects, and to ensure compliance of internal processes with the International Public Sector Accounting Standards (IPSAS). The support across the portfolio of IARC projects encompasses project management training; knowledge management; provision of reference policies, documents, and checklists; central programmatic, administrative, and financial follow-up and archiving; budget surveillance; and due diligence deliverables.

The vision of RMO is to increase the financial resources available to the Agency in order to enable the project-based implementation of IARC’s mandate and to strengthen and streamline administrative processes around the project work.
